Answers:
It is a Centaurea, sometimes called the `perennial Cornflower`.


It looks like a bachelor button it is a perennial
unfortunately that photo doesn't show the leaves or the habit of the plant.

There are annual and perennial bachelor buttons. From the picture, I can't eliminate either of them, but my inclination is toward the annual. The flowers on the annual bachelor button are smaller than those of the perennial.
