no, but seed sown now will not produce flowering plants until late summer/early fall. start seeds off in a warm place (under glass) and plant them out when they are a few inches tall, with adequate support for them to climb up. you should have flowers by the end of August or so.
No you can plant them all summer depending on your Zone...
