What can I do to keep grass from growing up thru my mulch in my lovely flowerbed?

You can control the grass with a chemical designed to kill grass within a flower bed with out harming the desirable plants. Look for Grass-b-gone, Post, or Fusilade. Read the label before using. If the grass isn't around other plants you can use glyphosate. (round up).
well you can remove everything and then put down a weed blanket. otherwise you will just have to maintain it. before you put new mulch down next season, rake everything up and put in blankets. if you've already got established plants, you will have to trim the blanket to fit around the plants.
DON"T put fabric or weed barrier under mulch because it causes more problems. If you put fabric under mulch the mulch will have the tendency to wash away easier. Another good reason not to is it would be a waste of $ because mulch is organic and weeds will grow in the mulch. Weed seed will blow into the mulch and grow. Mulch itself will stop weeds from growing from the soil assuming the mulch is 4" thick. The best way to control weeds is to spread Preen or another preemergent herbicide on the mulch in the spring to stop weeds from growing in the first place being careful around your plants. When I mulch a bed I spread Preen around the plants and then spread the mulch. It works very well.
In an established flower bed it's tough. If the grass is an annual grass such as Poa annua, then the Preen will work if applied before the weeds appear. However, if the grass is a perennial like bluegrass, bermuda, etc, Roundup (CAREFULLY) so as not to touch another nearby plant....use a foam paint brush.

Also be certain it is a grass. It could be nutsedge. Pulling it leaves the nuts behind which starts new plants. Sedges are three sided, grass is two sided. A grass killer doesn't work on sedges.

Mulches don't stop perennial grasses, those suckers are mean! Putting down a weed barrier mat and starting all over, no way!
If your problem is due to grass spreading into a garden area from a lawn area, installing a plastic edging barrier can be very helpful. You will need to remove the grass from the garden, but once you have done that, the grass will have a much harder time getting across (under) the barrier. That doesn't mean it will be trouble-free forever. It just means you will be able to keep up with it. The only garden that doesn't cost you work is one that costs you money 'cuz you pay someone else to do the work!
