How can I resurrect my dying lawn by the 4th of July?
Question:Its abnormally dry where I live. Instead of raining once every few days, its only rained once every couple of weeks. Alot of the grass is browning and I try to water it, but it doesn't seem to be helping much. I was making the mistake of cutting it too close in the spring, however, the grass is still pretty green where its shady and the neighbor's lawn is dying too. So I'm not entirely sure if cutting it close was causing this problem but I'm sure it wasn't helping. Maybe bugs in the ground? Though why is it green in the shade?
Anyways, how can I correct this in time for my 4th of July party?

You probably have insects and you have cut it too short.
Give your lawn deep waterings a few days apart and you may beed to punch holes in the yard to get the water to soak in. You will also need to apply a high nitrogen fertalizer (Amonium Sulfate works great and is dirt cheap). After you have the water soaking into the dirt, apply the Amonium Sulfate heavy and water in in right away.
Without seeing the yard, I would say to dethatch and have your lawn airated because that will ensure the water is soaking in. Water deep (long water cycles) 3 times or 4 times a week for a week prior to application of the Amonium Sulfate. You can ckeck if the water is soaking in using a screwdriver, if you can't push it 4-6 inches, the water is not soaking in. If you can and the grass is still brown, apply the Amonium Sulfate and you should have green grass in a month.
I would also over seed in the brown areas and overseed very heavy.

Water!! Try some Scotts Bounus-s for your grass type. Apply it in the late evening and water it in real good.
I would try covering it so that it is shady for the grass and water it ALOT! Try fertilizers too. If worst comes to worst, you can always replace it.
Unless you have rainfall your yard may not green up by the 4th. Since where your at is in a drought under the trees the grass is shaded from the hot sun there by staying green. If you water you should try watering at night when it cools down some. Otherwise probably the best solution is to do nothing. Yes it will look like heck but when it starts raining again it will perk back up.
An application of 38-0-0 fertilizer(not too heavy) and then night time watering after every second night otherwise you will get fertilizer burn. It needs the water. As you said the shade tells you lots.
Close mowing is bad during hot spells especially in the sunny areas of your yard, so you may have done some of the damage yourself. If you're in a drought area like I am and it's already looking bad, long deep watering might help by July 4th. Otherwise you're lawn is going to look as good or bad as your neighbors, and when you finally have enough rain, it will probably come back up. We are currently under a "use less water" advisory where I live.
I noticed a lot of people in LasVegas had tiny gravel on their yards instead of grass. Don't have to mow it. Might be able to paint it green.

You may be trying to water too much in the heat of the day. Doing this the water will evaporate before it has a chance to get to the roots of the grass. This would also explain why it is greener in the shade, because not as much water evaporated from these areas due to the shade. You should try watering very early in the morning before the sun comes up, this will ensure that the water gets down to the roots where it needs to be before it gets evaporated.
