Young, immature, lilac bushes sometimes take 3 or 4 years to bloom for the first time. If it was transplanted from a pot or from another location, it will take 2 yrs to produce again. Hopefully you planted in a sunny location as they like full sun for best flowering results. They like moist soil, but not too soggy, with a soil that drains well. The soil PH also may have an affect on it's flowering. Here is a link with some good info on why lilacs sometimes fail to bloom. Hope this answers your question..

1. Is your Lilac planted A. Deep Shade B. Shade
C. Partial Shade or D. Full Sun
2. Do you know the pH of your soil? A. Yes. B. No.
3. Have you ever applied granular, pulverized, or pelletized lime around the bush, immediately after loosening the soil? A. Yes B. No
4. Have you ever put compost around the bush, and or did you use some in the hole when you planted it? A. Yes B. No
5. Have you ever fertilized the bush with a balanced fertilizer containing macro, micro, and trace nutrients? A. Yes B. No
6. In the three years, how often have you watered the bush. A. Frequently B. Infrequently. C. One in awhile. D. It needs water?
1. D. You need full sun.
2. Don't need exact, but plant likes sweet soil so go to 3. and choose one. All will work.
4. This is very important. Organic matter, matters. Get a bag, loosen the soil around the shrub, pour some around and work in with #3 and #5.
6. Watering is suggested about once a week in the spring, twice weekly in the summer, and once weekly from Sept. to Nov.
The major limiting factor as to why this bush is not blooming is: Not enough sun. This is assuming it has strong leaf growth, just no blooms. Otherwise, some other physical issues may be going on.
May be, it just hasn't come of bearing age.
Three is still young for a Lilac. Be patient, it will get there eventually - and when it does, the bloom will be all the more appreciated since you had to wait...
