Do all plumeria bloom? If not, is there any way to get them to bloom?

Question:Only one of my plumerias is bloomimg. What is wrong with the others?

Answers:
Yes, all plumeria blooms.
No water in winter and a little of water in summer+ I fertilize them once a year in Spring. I use the vigoro stick for palm tree...but my plumeria are big.
Plumeria needs a lot of sun too. ( full sun ) - Don't like the cold in winter.
Some grow very slowly...white one is the slowest one.

fertilizer? 10-50-10? too much nitrogen will make them leggy
They need nitrogen, fertilize weekly
