An inexpensive laser level would be the way to go. Or you could go old school with stakes, line and a topedo level.

I take it you are putting in a small above ground pool.
Take 2 2x4 boards and attach stakes at each end. Pound them into the ground with their edges parallel to one another on either side of your sand pile. The boards should be as far apart as the width of the pool.
Get a long (4 foot level) and make sure the boards are staked level. An eensy weensy level cannot give you a correct meansurement. Then place a board across the gap between them and check to see they are level across. Pull the stakes up or hammer them down to suit. Recheck the first set of level measures and the cross bar until you are sure you have the boards parallel across their lengths and in relation to one another.
Get 2 helpers. Have them slide another board across the tops of the two staked boards and push the sand pile flat. You can use a shovel to fill in the low spots under the board they are sliding over the other two.
After you work the board across the pile once or twice you will have a level area for your pool.

a 2x4 and a 4ft. level , rake out the sand and lay 2x4 down and check with level, rearrange sand a necessary with a rake
Depending on how wide this spot is, take a 2x4 and drag it across, anthing too high will be put where its too low.
