once the plants have emerged and are up a few inches you can put the compost around the plants. if it is bagged type of compost you can use as much as you like...but if it is fresh 'homemade' compost spread lightly, watch how the plants respond and adjust the next application accordingly.
you can use a hand trowel to work the compost into the soil around the plants or allow it to be watered it. either way you prefer.

Just lay it on top of the soil and mix it in just a little with a hand hoe or fork. Water well and it will sink into the soil.
If it's well rotted and composted you can just lay it on top but if it's still really manure-y it could burn the plants. The stuff in bags is fine to just lay on top.
Mix on top of soil it will wrk itself in.
You could also make compost tea with your compost. Your garden would love you for that.
Spread it around the plants the same way as you would a mulch. It will continue to break down and the nutrients will leach into the soil.
