Roses are surface rooting plants, so any mulch that 1. retains moisture, so the roots don't dry, and 2. helps feed the plant, with a balance of nutrients is good.
I use cow and horse manure, that is very well rotted down. Also, garden compost is great, as this is well balanced too.

I like cedar mulch because it doesn't tend to have fungus issues like hardwood and I like the look of it. Aromatic cedar tends to discourage insects and doesn't rot down as quickly as some of the others.

Hello, I have a huge rose garden, and I use regular hardwood mulch (oak etc...) in my neighborhood we have alot of tree damage almost year round and 2 of the companies know to just knock on my door and unload free mulch in my back yard. The oak mulch does very well down here in Atlanta area, retains moisture very well. Hope this helps.
