Yes they do. If you are wanting a bloom to emerge you can create an ethylene environment by placing a plastic bag over the plant or you can simply put a piece of fruit in the pot with it. Fruit gives off ethylene which promotes blooming.

It depends on what kind of bromeliad it is. Most of them do not bloom more than once. I had a tillandsia ("Pink Paddle"), and it got beautiful purple flowers between the bracts. It soon sprouted another paddle from the base, and that one bloomed. Each paddle only bloomed once, though. You may have to look up your individual species, though, as some of the rarer breeds can bloom multiple times.
Yes, they only bloom once. They do however produce a "pup" that will bloom. To encourage blooming, place half an apple in the pot with the plant, cover entire plant with plastic. The methane produced by the decaying apple will stimulate blooms.
