When do I know when I can pull green onions from my garden?
Question:I am very new at this whole gardening thing, when can I pull the onions, how do I know if they are done growing?
They are quite tall now, and look like they have a kinda flower on the top of the green shoots??

It sounds like you waited much too long to start enjoying them. You should pick them when they look like the bunches of them that they sell at the supermarket. But, they can also be used when they get bigger and fatter. They just taste stronger, like a regular onion, when they start getting plump. They can be used in any dish where you would normally use onions. You can use some of the green stems too. They also have onion flavor.
You may pull the green onions whenever you wish - depends on what size/flavor you want. The longer they are in the ground, the larger they get (to a point) and the stronger onion flavor they will have. They are YOUR onions, enjoy them!
If you wanted green onions, it is too late. You pull green onions while they are young and tender. The older they get, the harder and hotter they get. To grow regular onions (bulbs), you wait until the tops (green blades) fall over. If the bulbs are getting bigger than you like, grab the tops in a wad and break them over. Wait a few days, then harvest your onions. The 'kinda flower' you mention is the onion "going to seed". Cut it off. (just the seed part, and just the stalk with the seed head.)
