I have a volunteer tree that keeps growing from it 4" diameter stump..how do I permantly kill the tree?

Cut the sprouts, and paint them with Brush-B-Gon, or the like. Repeat as sprouts appear. it will give up after a year or two.

Or hire someone to grind out the stump.

Or purchase stump decomposition accelerator stuff. Not rocksalt. Salt will stay in the soil and cause problems for anything you may plant nearby. You drill with a large bore drill into the stump in several places (the product will tell you how), and fill with product.
You need to use a stump killer. Should be able to find in most landscape nurseries.
I hollowed out a spot in an old tree once with a chainsaw, and planted flowers in it. After about 3 years, the tree gave up, and after about 5 more, the stump was gone, and it looked pretty good all of that time... Not everybody plants flowers in a tree stump...
Drill holes into it's surface, particularly into the OUTER rings of the stump, as these are the part of teh tree that is still alive! And fill the holes with concentrated glyphosate.

Drilling holes into the middle of the stump and poisoning will not work! The inner rings of the stump are not alive, so stick with the outer rings and you should be fine!

If you don't have a drill, use a chisel and hammer, it can be just as effective to use the chisel to shave the outer bark away from the stump, to expose the outer rings below it, and then cover the part exposed from shaving with the glyphosate. That can sometimes work even more effectively than drilling and filling!
You could have the stump ground up. We had to do that with a Pine tree once. It may be a little expensive, I'm not sure.
drill a few holes in the stump with a drill--a few inches deep. Buy a small amount of diesel, and pour in the holes. Will kill the stump. Also can use brush killer, but diesel is much cheaper. Just don't get it on any soil you want to use, it will contaminate the soil and keep anything from growing there.
