Depends on the plant, and where/what kind of worms.
Peonies will niot bloom without ants living all over them. Worms in the soil help make plants healthy by aerating the soil , making the plant able to spread its roots.
Green worms on the LEAVES of plants are trouble--they will strip every leaf of a rose plant within days if left to it!
Most of the time, worms are on a plant to have a meal. Ants may or may not damage them. I use sevin dust to keep both of these off the leaves of my plants.
In almost all cases ants are on the plant because of aphids. Aphids are there to suck the juices and then the ants milk the aphids for this juice. Not good. If you squirt off the aphids the ants will carry them back up the plant. So you need to control both. The worms will be caterpillars which will eat the plant. So they need to be controlled also.
