Why is my Rosemary plant oozing white bubbly stuff?

Question:It's blooming now. Plant is too big and needs pruning. There is this white stuff at tips of branches that looks like bug spit.

Its spittle bugs! There is a little pale bug in there, cloaked by "spit". They can be sprayed off easily with a blast from a hose.
