If you want it to produce more you need to tie it down and grow it low. If you still want it tall, clip of side branches/leaves and leave the top intact so it can put its energy into growing up rather than out.

How do you grow a tall weed plant? I'm thinking you mean cannabis. Can't help ya there.
Question is.. what kind of weed are you looking for? Something to attract butterflies? Maybe something to give your yard a natural look?
Here's some ideas:
A. If you want a true weed, try something that is indigenous to your state. Go on a local Y! plant exchange group and ask.

B. Let your lawn go to H*ll and you're sure to have some nice tall weeds.

C. Go out to the country to some field that isn't tended. You're sure to find ragweed or something. Make sure you're barefoot.

D. Stinging nettles and ragweed & pickers are great to bring home.. if you're a member of the Adams family.

E. Check with your local county extension or State University for natural weed resources for your state.

Please do not import weeds from other states or countries to the area where you want to grow a "tall weed."
Introduced weeds like the Polygonum cuspidatum and pampas grass have grown out of control, and are endangering natural flowers and weeds in every state. Introduced weeds are a nightmare to local Department of Natural Resources.
