What can I plant under a very tall and old fir tree. We are wanting to put raised beds and a teraced pool.?

Hostas always look nice under a tree with a raised bed and you can get all different leaf variations.
I always liked plants that have colorful foliage like monkey grass for borders and coleus for backgrounds or corners. Flowers are nice, but you only see the colorful blooms for a short time.
Something that will thrive in the shade like Perriwinkle. It will fill in nicely and a terraced pool sounds very nice. Are you using it as a pond? You could plant pond plants llike water lilies and aquatic plants. A few Coi would be very attractive.
with a fir tree, you prob. have accidic soil, so try something that does not mind or loves the acid, like azaleas,rhododendron,Hydrangea... as long as you like them in blue(with accidic soil,they will bloom blue) the edging grasses as suggested by someone else,and also the perriwinkle, I have also found out that Irises live under Pinetrees and so do daylilies,there is also a groundcover called sedum comes in different colors like yellow, red and pink, that even lives under my Cedar tree..hope this helped some!
