umm i would say about 2-3 weeks it depends on the weather, how much water u use and the amount of sun. It also varies on the type of grass. good luck =)
Fertilizing new seed is not a good idea, unles you tilled it in. You should see a little growth in two weeks and all the new plants in six will be visible.

The most common grass seed sold inthe midwest is a Sun/Shade Mix, if that is what you used you should start to see the perennial rye seeds germinate first(7 days), then you will see the fescue come up(10 days) then finally the Kentucky Blue grass will come in and really fill in your lawn(14-20 days). The key is to consistently water your lawn twice a day, and don't plant seed if it gets too hot. GOOD LUCK!
