This is sort of like asking on what DAY the leaves will turn in the Fall. Who knows? Even so, I'll try to help.
Do you hear peepers (tree frogs) at night? If YES, then you have frogs as we speak. If no, then it may be a long, long time -maybe 3 weeks or a month. Aside from "hopping," the way frogs get to you is from BIRDS, believe it or not. The birds either drop a frog from the air (they lose their grip) or they carry some material that has frog eggs in or on it, and THAT hits the pond. In a week ro two, you've got tadpoles, and in a month or so after that, you've got thousands (and I do mean thousands) of teeny frogs hopping all over the place. And when I say "teeny," I'm talking small -small as a match head. This is all based on what happens in OUR pond.
So, if you have lots of nature around you -woods and such- this is going to happen in a few days. But if you're in a development, it may take longer.
That's the best I can offer.
By the way, if what you set up is a plastic "baby pool" that you put in the ground,make sure you've "dirtied" it up some -rocks, some dead leaves, etc., to duplicate a natural pond environment.
How should we know that?
To attract frogs to your pond, make sure:
1. It is in-ground, not above-ground.
2. They hear splashing water (fountain, bubbler, waterfall).
3. There are plants (water lilies are good!).
4. There are stepping stones or other ways for frogs to get out once they jump in.
It is also important to have an aerator (waterfall, bubbler, splasher) to keep your water oxygenated and algae-free and more attractive to frogs; they dislike stagnant water.
Regarding stepping stones, I put big flat stones on top of milk crates in my pond. The frogs use the stones to hop in and out of the water. Otherwise they may be stuck in the pond and eventually drown.
It really does depend on your climate (is it dry, rainy, humid, cool right now?) and your location (rural, urban, suburban)? When I set up my pond, I saw frogs within one week. You might not see them even if they're there; they're shy and will hop quickly into the water when they see you.

Who knows? Are there frogs in your area already? If not, may be a while. I have a small one out front, and it had frogs in it the first time it got filled with rainwater, and also had water striders on it.
