I live on the west side of PA and my brothers friend says marijuana plants grow up here is that true?

Marijuana plants can grow basically anywhere they're planted. That's why it's called "weed."
Of course, it needs to be planted before it can grow. It's possible that someone once planted some marijuana and it's since taken root and kept growing.
It is illegal, however, so if you find some on your property, you're liable. Don't go to jail.
