What is the name of the grasses that look like they grow in short clumps?

Answers:
Dwarf mondo grass, maybe? I have some, and it spreads readily. I love the stuff!
It might be crab grass, not sure though
They are ornamental grasses and are perennials meaning they live year after year. They grow better in warm to cool climates and winter over with great success. In the northern and New England states, look for a winter hardy variety. They come in a variety of colors (greens, bluish hue, red, tan) and styles. In the states, Agway or garden centers stock them in the spring and summer.
Google ornamental grasses to view the plants.
