I got two cacti from walmart. How often should I water them? (They're really small).?

Small? How small? Are they in a decorative planter or are they in a little 1-2 inch plastic container?
If they are in a decorative container ensure that it has a drainage hole in the bottom and give about one teaspoon or one tablespoon (depends on size of cactus) of water to each once a month.
If they are still in the little plastic sales container the excess will run out anyway but keep the waterings very light.
No need to transplant unless it is to a decorative pot. Clay is best. Cactus are very slow growers with minimal root systems. If you do transplant use tongs, some thorns can cause infections. Buy cactus soil mix. There are cactus fertizers as well. Do not use regualr house plant fertilizer. It is too strong.

1 if they look too big for the pot, get a bigger pot and add some new soil, maybe you like to put the two together in one pot, it could look very nice
2 if you put them on a very hot, sunny window, water every 4 days but if it's not receiving a lot of sunshine, then water once a week.

Water once a week, just a little. Tip the pot to the side and if water comes out, let it drain out a bit. cacti is very dry, and needs the type of climate that it grew up in. So treat it like that and do not over water.

Put your cacti in the next larger pot from what they were in. Make sure they have a drainage hole. Water once a month and drain excess water off.
