I'm not sure about willow trees, but when you have drought conditions, the trees and other plants can go into early dormancy. This is to protect themselves from certain death. If they cannot get enough water, they cannot get nutrients. Just like humans, we need nutrition to keep us alive. As far as the blackish- brown bumps, I do not know. It might be a drought related issue. You could try asking someone on gardenweb.com. Good luck!
sounds like a type of fungus. you can spray the tree with a fungicide. i would also prune it as much as you can and give it some good deep watering's
Willow trees require alot of water..they are someowhat drought intollerent, but not completely..here in Central Texas they are everywhere and grow involuntary..alot go by the willow limb to "witch" water" (my father could) to see where to dig wells for they are a water loving tree, and they react well to it. Also alot of farmers will see masses of willow saplings growing in thier fields here that are no0t near a creek etc.. They usually try to dig thier wells within that vicinity for a 98% hit ratio...heree is a link to all sorts of info on care and problems of willow trees..
