well i can tell you the basics but without more information on what its for and the size this is all i can do.but if its going to be a load bearing wall better left to a professional.
1st you need to pour the footing and thats concrete...and depending on where you live the specs will be different you need to check at the building inspecters office...but the basic footer is about 1 foot deep and wide and thick pour that thenlet it set make absolutly sure its level
2nd after that cures get the block you want, and im assuming you want cinder block, you'll need a level and a string line some thing to mix in and a trowel a pointed on(masons trowel) mix up the mud place the blocks do the corners first then run your line so you get the rest of the blocks right as you lay courses stager the joints fill the joints with morter (pointing) get a fine brush and brush the joints....

Don't even try. At best you only have a temporary thing that will have to be rebuilt in a few years. Pour a footing and then go for it.
