My cedar is turning brown. What can I feed it to make it green again?

Water
is the entire tree turning brown? or just in places, as a cedar will lose the foliage naturally after about 3 years, usually this is hardly noticeable. I live in washington state, where water isn't necessary, but in dryer climates, it may take a lot of watering to keep one happy, also a good fertilizer and some vitamin B1 can help cedars as well.
