What is a tree, other than a Japanese Maple or a Juniper that will stay very small? (less than 4')?

Hey Comet-- that is a really, really small tree- more like a dwarf. There are several kinds of dwarfed fruit trees that might work in your zone-- most anything from fig, apple, citrus (bring indoors for those in the winter), and a few others. Look into plants that can be used as bonsai if you wish to have them remain that small.
Otherwise you can use Flowering Dogwood, Flowering Crabapple (some cultivars stay quite small), Flowering Cherry, Redbuds (Eastern or Western- both very hardy), Amur Maple- kinda like a Japanese, but not the same.

Box is the best chance for a small tree/bush. It can be contained by pruning, is evergreen, and causes no trouble. Slow growing, it will take 6-7 years from 12" to 48".
Less than 4' is more like a shrub. How wide are you thinking? If this is a yard specimen, some pretty choices are:
Flowering Almond
Weigela Wine and Roses or Variegated
Lilac
Cytisus
All of these choices are good for your zone and will bring seasonal flowers and intersting form to your yard.
anything 4ft. and under is not considered a tree,but, a medium sized shrub. these usually get 4 to 6 ft. try azaleas as they don't get over 4 to 5 ft.( the glen dale variety). or compacta holly also 4 to 5 ft. both evergreen.golden japanese barberry does not get over 5 ft. butis a deciduos shrub. these are just a few. this list could get quite long.

Well, if you are talking that small, I would suggest azalea bushes. They will stay under 4 feet and will have really pretty blossoms in the spring. If you can go a little bigger, I would suggest a redbud tree, particularly a variety called Forest Pansy. Very pretty small purple flowers cover the entire tree in the spring and then it is covered with beautiful heart shaped leaves that are bronze/purple in color. Overall, the tree may get to be 8-10 feet tall, but it is a moderately slow growing tree.
