You have algae which loves hot weather and lack of a free running stream through the pond. This is perfect weather for it to grow. The same algae grows on neglected swimming pools. Contact a farm supply or pool supplier for the appropriate algaecide.
The nitrate level in your pond is too high. Use an algaecide to kill the growth, then remedy the source of the nitrates. You'll need to get a book on pond maintenance to aid you in your sleuthing.
You are having an "algae bloom". If you establish an ecosystem in your pond, you will have less algae. What is an ecosystem? Fish, plants, shade, aeration, bacteria.
1. Fish eat algae.
2. Plants compete with algae for sunshine. Algae hates shade.
3. Aerate your pond with a waterfall, bubbler, or sprayer and a pump. The kind of algae that causes green mucky slime does not like moving water.
4. Beneficial bacteria. I buy "Microbe-Lift" from a local pond store. This microscopic bacteria, added weekly to your pond, combats algae naturally. It does take some time to establish itself (2-3 weeks), so you may have to clean your pond, refill it, and add the bacteria.
5. I use a pump with a filter AND a biofilter. A biofilter is simply a big black tub with a filtering medium (I use a bag of foam blocks). My biofilter is buried below my waterfall.
6. Another poster suggested a UV light. Yes, these work. If you get one, though, it will kill your beneficial bacteria. Whichever method you use is up to you!

All of the above may seem like a lot of work, but once you establish your ecosystem you will not have to muck out a smelly slimy green pond every 2 weeks. Good luck!
