What should we do to make the grass full, pretty, and green again?

Answers:
Yeah, looks like reseeding is about the quickest way to get it back.
Home Depot or tool rental shops have power "pluggers" (built similar to a roto-tiller) that actually pull plugs from the soil and redistributes them as you go.
After making Many passes in straight lines across the yard, make passes diagonally `til you have holes covering the yard.
landscape people recommend 2" inches apart for a rich thick growth.
Then sow your seed and water with Miracle-Gro Lawn Food.

Looks like you need to seed/reseed
I hear this 'the previous owners' story all the time, and what I've learned is this means you have not accepted this lawn as your problem. Now until the day you accept this as your problem, I am afraid you will continue to wonder and ponder the dilemma and nothing ever gets done.

What advice do you need that you haven't heard yet?

You have to get off your duff and do it, plain and simple.
