Hello Kevin To redo a lawn properly- Firstly kill off all the old grass and weeds. Use Roundup or similar. When all has died, hire a cultivator, and break up the soil, and take out any big stones and rocks. Level it.You can put on soil if you want at this stage. You can buy lawn seed with fertiliser, and spread all over your new soil. The lawn seed comes with treated seed, and this stops birds or vermin eating it. Water generously untiul lawn starts growing. Takes about 6 months. The other way you can do it is to do all these things, and then use "Ready-Lawn" which is turf strips,Good Luck!

Your first step is to kill off those pesky weeds. If you need to kill EVERYthing (meaning if there's no grass whatever) you can use a total vegetation killer like Roundup, or alternately, Weed-B-Gone, which kills only weeds. You'll have to wait a couple of weeks before replanting. Make sure you don't use a long-lasting vegetation killer such as Groundclear.
I'm not sure why you need to replace your soil; it probably isn't necessary unless you wish to regrade or add elevation. Once the weeds have died, you can just till it, rake it out, and it will be ready to plant. If you do have soil brought in, you'll need to have it dumped, and then you'll rake it out.
Ask a local nursery which type of grass grows best in your state and light and/or shade condtions. I have no idea what time of year is optimal for grass-planting there, but they will. Here in Michigan, it's September. Grass seed germinates best during warm sunny days with cooler nights.
After you've sown your grass seed (I prefer to do it by hand), you may wish to cover the ground lightly with straw. This helps the seed from being eaten by birds, washed away, or burned up by the hot sun. Then water!---daily, if possible, until it's about two inches tall.
Don't mow until it's grown to a height of about four inches; you can either rake up the straw first, or just mow over it. Don't worry if it appears sparse; it will fill out considerably in a year or two.
I seeded over two acres of yard myself. It was the first lawn I ever started, but it turned out great and yours can too :)
Good luck!
I don't understand why everyone thinks they need to gut their yards.
Just call a professional fertilizer company to do a liquid weed & feed application. If you get a couple each year, you'll be amazed at what it will do for ya. And it's so much easier than tearing everything up!
