Despite water and fertizer, my lawn has brown and dead spots in it. What can I do?

you might want to contact your county horticulturist and ask that question. That person might suggest that you choose the grass and plants that are native to your area and ones that don't require a lot of water. The weather is getting hotter so you'll need to water at the best time for your lawn (perhaps in the early mornings). I would think that you may need to plant more weather tolerant seed or have some animal deterrant (I don't know which exactly is causing the problem).
Rake the dead spots, and re-seed with some grass seed. Make sure it is not from your dog peeing, dog urine will brown the grass. Nitrogen if not watered in shortly after putting it out will brown the grass and do more harm than good.

you might have grubs, they are serious and they killed my lawn, it started with spots and then they grew. try putting grubex on your lawn
Hope you did not apply the fertilizer under dry conditions. This will burn the lawn.
Is it possible something is below ground level eating the roots of your grass?

Weed and feed - follow directions! Only water twice a week. Don;t let water "stand" if possible! Get the dead spots out, then when you find a good grass runner, cut it and plant ! It will work!
