Diatomacious Earth (DE) is effective spread on your lawn and around pet bedding areas. Do no use the kind for swimming pool filters
Keeping the grass mowed helps a lot.
Beneficial nemetodes applied spring or fall (the ground has to be damp/wet for the critters to work) is a great solurtion (these will also control japanese beetles and other soil dwelling pests). I used them last fall for flea control and have been able to cut down on topical flea treaments on the dogs and cats by around 75% this spring/summer

Most pesticides are natural just in concentrated form. Nicotine from cigarettes and caffeine are both good pesticides. Both of these you can make at home at strengths that will kill bugs. Your local garden center should have concentrated forms of both of these.
I found this by happenstance. I was using Sulfate of Ammonia ( nitrogen right compound used to fertilize lawns) and it eradicated not just the fleas but ants as well. Broadcast it on you lawn and water well.
Fleas do not like peppermint, pennyroyal and other essential oils. Do a google search for fleas and peppermint and it will give you the links for those with other herbals as well.
Also, Flea B Gone is natural (enzyme) and De Flea is non-toxic (by Natural Chemicals).
None of these has worked for me, but people swear by it:
* diluted lemon juice (careful not to give too much acidity)
* petrolem jelly (only on the top of the leaves)
I've heard that there is now a natural version of permethrin - the synthetic permethrin really does the job.
