Rototilling is done to amend and aerate the soil. Unfortunately the soil's structure is disturbed (in some cases, over time, destroyed) and much of the soil microbiology is disrupted. The end result of apply a proper mulch is an addition of organic matter and better soil structure (amended and aerated!).
