Think you had best ask whoever it was who delivered the kitchen bin. Hope you get your compost bin, we all need to do our bit recycling. Good for the garden too, and helps save a bit of money as well as the planet.

Most councils will sell you one and they give you a big discount
Get in touch with your local council (I have always found them very helpful) and ask them why. Here, where I live, we have to buy our own compost bins. I prefer to build my own compost enclosure (I use old builders' pallettes) as I like to make a compost heap exposed to the air and weather. If properly controlled it does not smell, apart from a faint odour of mushrooms, which I don't find unpleasant.
