Strange bugs?


Question:I was digging up the weeds in my garden and I found some strange wrapped leaves in the shape of a cigarette butt. Inside these leaves is a larva or worm of some sort. I am very curious about what kind of bug it is. I found several. They were only about an inch into the soil near the roots of some weeds.
Any clue as to what they are? Have you ever seen them in your garden?

Answers:
I would have to see a photo. But off the cuff it sounds like it could be grubs, if it is then it will kill the grass in that area. The Five Year Locust also live in the soil.
