I work in Livermore, and it seems as thought the soil is so rich and fertile that you have a great variety of choices that are suited to the warm/hot/moist climate of the area. Other than the obvious plentiful grapevines (the other wine region of Ca.), you may want to consider Olive trees in addition to ground plants. Though grapes are not perennials, olive trees provide an attractive addition to the landscape and are green year long.
I would consult either of the two resources I have included to find out what best suits your needs and taste for your type of soil and sun conditions. Lily of the Nile grow fast and spread out without much maintenence. Ornamental Grasses work well too as an alternate to flowering plants and shrubs. You might want to visit the Sunset Magazine website or look into purchasing additions that provide info. on zones and planting .
