Palm trees are ridiculous to plant for shade. Don't bother.

I lived in Sac for many years. I know Midtown is having problems with their Elm trees. Take a look at this amazing foundation and their website. The first site I gave is the home page, the second is their list of trees that they will GIVE you!

You didn't mention if you wanted deciduous or evergreen; or growth rate--do you want fast or moderate growth?
But, off the top, I'd say Zelkova serrata if you want a deciduous, and Sequoia sempervirens (Coast Redwood) for evergreen.
