Orange stringy fungs? Witch's hair?

Question:Does anyone know what that orange stringy fungus type growth is on top of shrubs? I was always told that was called Witch's Hair. What is it called, and, what the heck is it?

Answers:
It is Dodder, a parasitic leafless plant that attaches itself to a host plant and derives all of its nutrition from its attachment to shrubs/trees /small plants or bushes. It can damage valuable shrubs. It is common in the California region.
