What 2 keep pebbles on ur birdhouse?

Question:hv a out side wood bird house putting creek pebbles on the out side .i used quick crete in a tube but pebbles came off what silcone base would i use or what should i try ty sherry

I would use construction adhesive, silicon may work but it hard to get it to hold things like pebbles in place while it sets.
