Seedling not growing?

Question:I brought a Pluto flower seeds like 25 days ago and I planted it in 2 pots and 1 is for my sister and 1 is for me and my sisters one got like 9 seedlings and i got none. Both of the pots are in the same place and having the same amount of water. What might be the prob please help.

Could be planted too deep. Maybe watering was inconsistent. Seeds are quite particular.

Best way to get maximum results is put seeds on wet paper towel in a clear plastic bag, sunny window. Repot when they sprout.
