Can you give a little more detail? Are there black spots on the leaves? Are the leave brittle? We really need a little more information. However, if I am to guess then from your description I would say that your rose needs more water. A brand new rose needs to be watered everyday for around two weeks and then once a week after that. An established rose needs water once a week at most. Make sure you water early in the morning and only at the base because roses hate to get wet and can suffer from mildew and disease if they don't get a chance for their foliage to dry before evening.

It could be over watered, or not getting enough water.
Its called black spot and you need to spray them once a week
just go to your garden center and they will know what you need it a common spray.
They are to dry! Try giving them some water and they should stop doing that. Or is there what looks like spiderwebs all over them? If that is so, you have spidermites. If that's the case, get a spraybottle, squirt in apx 2 TBSP of dishsoap, apx 2 TBSP of any cooking oil, fill with water, and soak all affected plants with it,because spidermites will kill your plants. This mix also works for aphids on your roses, and is completely safe, just don't spray it in the heat of the day, that will kill them.
