Answers:
Sounds like you are describing Aphids. Do you have roses or other flowers in your yard? Maybe some vines or fruit trees? Aphids do bite, I've had them bite me. They have a little proboscis mouth that they use to drink the plants juices. Spray your lawn with some dish soap mixed with hot pepper sauce and water to kill them. You can purchase bottles that attach to lawn hoses for such things as this.
Here is a pic with description. See if this is your little offender.

Chiggers are red, not yellow.
Here is a pic of a chigger for you to compare as well.

One more. It came to me last night. It could be a leaf hopper nymph. Thay also can bite and they are yellow to lime green in color and very small like the aphid. Here is a pic of the leaf hopper nymph.

they might be ants
In the Midwest and southern United States we call them "chiggers". They inject something into your skin that itches like hell and makes a small reddish bump. My mom always put clear nail polish over them and that made them go away. I guess you could also use Calamine Lotion.
