Can you mow grass when its wet? or is it better to mow when the grass is dry??

You "can" mow when the grass is wet. It will cause the mower to clog up allot more and the clippings will be clumped together. You will most likely have to rake after you finish if want a good looking lawn. It is best to wait till the grass is dry. It makes the job allot easier!!

It is a lot easier to mow when its dry. If your mower has a bag, it tends to clog if the grass is too wet.

Sometime try this experiment: mow part of your yard when it is dry, then using a good sprinkler water the next section well for 30-45 minutes. Then immediately mow the wet grass. After it has had a chance to dry compare the two sections.

You will see that the section that was wet looks scraggly. This is partially due to the fact that the water caused some of the grass to lie flat and you were unable to cut it evenly. Also, as I already mentioned your blades were not as effective on the wet grass as they are intended to cut wet grass.
