Pinching Fuschia leaves?


Question:I am a complete newbie to gardening. I currently have a hanging basket of blue-eye fuschia. I have read that I have to pinch the plant to get more blooms. I pinch off dead blooms, and seed pods, but do I pinch off the vines with no blooms on them?

I have had fuscias for 20 years, and have never pinched anything on them.
