It depends on how well you know them and whether they are nice people. Be tactful and give them the name of a lawn service. Or you can report them to the city as a nuisance.
You could offer to help them! Make a fun project out of it. Word it in a way that is not offensive.
Does your neighborhood have a committee? If not I agree with the others about being tactful and talk with your neighbor. If that does not work call the city.
