I have used simple green and a good hose sprayer, usually cleans up nice and clean smelling again
They are dishwasher safe.
Remove most of the funk from the face of the coil first with a soft brush. then use some foaming cooling coil cleaner. a can of this stuff is invaluable. You can get it at any HVAC or appliance parts store near you. What it does is deep penetrate the coils and foams up and removes the dirt and dust deep down in there. It cost about 10 bucks and it does NOT have to be rinsed. spray on, wait ten minutes then remove excess and let er rip.
If the filter has been cleaned a couple of times you may have mildew inside that accumulated while it was stored in your basement. try spraying the unit with a little lysol once a day for a couple of days while it is on. Cleaning the fins as stated above should be done every year , this will also make the device work better.
