we go to fabric store that carries material for upholstry, they have a chart for your particular piece needing recovering. we used that to recover 6 chairs 2 vanity stools, and 1 antique sofa.
If you are talking about dinning room chair sets, you mesure the set itself then give your self an additional 2-3 in. on either side (for folding over and staples) I have done all of my chairs and my grandmothers.
Becareful if you use a pattern. You would want to mesure around the centre pattern (if you have a large flower print, you would want to centre the pattern on the seat cushion then mesure around that. Other wise you will have alot of "white" space around the seat - My grandmother bought too little material, all of her seats are centred but one and it looks odd -she ought her material in Texas and we live in Ontario, no going back to get more)
