This is the best way to do it. You need an old bumper jack from a car, take a piece of chain and wrap it around the post and the jack and it will come out. You may need to put a nail or a notch in a wooden post but this will work even with posts that are concreted in. I know this will help if you try it.
It depends on if it's cemented into the ground or not. If it isn't, you should be able to chop it down (if it's really tall) to a manageable height and begin to wobble it back and forth until it comes loose. If it's cemented in, you could dig up the cement or use a rubber mallet to break up the cement and take it out in peices. You can also rent a jackhammer and take it out, but you might cause some significant damage to your lawn around it.
Unless you have a back hoe and can tie a strap around the post and pull it straight out, you'll have to dig it out with a shovel.
Dig the dirt from off the top of the cement and then put a board beside the post and hook a come-along to another post hight on the post right beside the 1st post. Hook the come-along low on the existing post and start jacking it up as someone else uses a needle bar to work their way toward the bottom of the cement in the hole. Put your weight into the bar and sooner or later it will come out. Especially if you have the help of an over weight friend on the end of the bar. My 160 lb just teeter-tottered on the end of the bar doing nothing. Boioioing.
To be quick, not waste time and save your body. I've rented a backhoe.
If the fence is vinyl, then take a 2x4 and insert it into the gap left by the old rail. you can pry the old post right out of the ground and leave the concrete right where it is. If it's wood, start digging my friend. I hope it's vinyl. For your sake.

Answer about a bumper jack was right. Easiest way to remove a post whether in concrete or not. You still need to dig a little around post to loosen it but not nearly as much work as completely digging it out
