Don't pay attention to the abusers. Apparently they've never been near a lake on a warm day when the wind was blowing across it, and you feel a nice cool breeze from the water. The feeling that you cool feeling when the air from your typical family fan blows toward a water bottle toward you is basically the same as the cool feeling when the air blows toward your body directly. They're caused by the air movements which lower the humidity of the air around your skin, making the sweats on your skin evaporates (together with the heat) and gives a cool feeling. Adding a water bottle (on room temperature) won't give any more cool feeling than directly blowing the fan to the body.
Btw, do you know about a room conditioning system called air cooler, it is basically a fan that blows into a cold water (ice water). The advantage to this is very low power consumption (since it's really only a fan) but the catch is, you'll have to change the ice water when the ice water heats up. If you blowed a typical home fan to a ice water bottle, that'll be a homemade air cooler.
