For my high school prom we made a huge archway out of chicken wire and balloons. The chicken wire was fairly easy to work with, plus it gave us the option of being able to tie anything on it, anywhere we wanted. We suspended it from the ceiling with heavy fishing line, and weighted the ends down with sand bags tucked away inside. For a canopy, you could make two, then bridge the two with a sheet on top for the actual canopy, just be sure to cover the edges with duck tape so the points don't pop the balloons. Hope this helps!
