Use the proper adhesive and you won't have to sand. Just rough up the surface for the glue hang on better.
You can do it but don't be surprised if some of the tiles come up in a couple of years. Much better to put down something like Hardiplank (Lowes or Home Depot) that is made for a base for tile.
