What is the correct phrasing? Do you "lay" tile or "set" tile?

Technically, both. You lay the tile first (without adhesive) to make sure the pattern works, and to cut tiles to fit around the perimeter. Then you put down the adhesive and set the tile.
I think that a tile worker would lay tile on the floor, and set tiles on the wall.
when I was in college many many moons ago my prof told us "only chickens and prostitutes lay" so I guess the correct phrasing would be 'set'.
